Sir W. Robinson in forwarding the report of this
Committee to Lord Ripon wrote in paragraph 5 of his despatch
No. 201 of the 4th. September, 1894, with regard to this
recommendation:- "The salary is $3,600 a year rising by
"increments of $300 every two years until it reaches $4,800, I
"am inclined to think that neither the increments nor even the
*maximum salary proposed will be large enough to induce an
"officer to remain in the post for 10 years without holding any
"other appoinment, and I would recommend that the salary of
"the post be fixed at $3,600 and rise by annual incrementa
*until it reaches $6,000."
Lord Ripon replied in paragraph 5 of his despatch
No. 38 of the 15th. February, 1895:- "I do not agree that the
"salary of the Assistant Colonial Secretary should be raised as
"high as you suggest and I prefer the scale which the Committee
"recommend, viz.:- $3,600 per annum rising by incrementa of
*$300 every two years to $4,800, - the holder of the appointment
"to discharge the duties of Clerk of Councils without additional
"remuneration".

No. 101 of the 4th. April, 1895, in which he wrote:- "I would
"state that my recommendation that the salery of the Assistant
*Colonial Secretary should be somewhat higher than that
*recommended by the Committee was based upon the obvious
"advantage of having an officer of some experience in that
*appointment, and on the fact that the necessary experience can
"only be attained after several years' employment in the chief
"department of the Government. The rate of salary suggested by
"the Retrenchment Committee is hardly sufficient to deser the
"holder of the office from seeking promotion in other depart-
"-ments,
whereas that suggested by me would probably induce him
*to forego the immediate advantage of acting for the Head of
"another Department in the hope of ultimately qualifying for an
"appointment as Coloniel Secretary".
